Official Designations by Government Ministries
QUATEST 3 has been officially designated by various Vietnamese ministries to conduct inspection, certification, and testing services in the food sector:
- By the Ministry of Industry and Trade (MOIT) and the Ministry of Health (MOH): Appointed as a state-designated inspection body for the quality of imported food; designated as a food safety verification laboratory under the management of MOIT.
- By the Ministry of Health: Authorized as a food testing laboratory for state management on food safety; appointed to test radioactive contamination in food; designated as a training and education center for food hygiene and safety.
- By the former Ministry of Agriculture and Rural Development (MARD): Appointed as a certification and testing body for fertilizers, pesticides, animal feed, and raw materials for aquaculture feed; inspection and assessment services accredited to ISO/IEC 17020; product and service certification services accredited to ISO/IEC 17065; laboratory services (testing, inspection, calibration) accredited to ISO/IEC 17025.
- ASEAN Reference Laboratory: Designated as an ASEAN reference laboratory for food microbiology.
- By the Ministry of Health, Labour and Welfare of Japan: Recognized as an official foreign testing laboratory in the food sector.
- By the Indonesian Agricultural Quarantine Agency (IAQA): Accredited as a food safety testing laboratory for exports to Indonesia.

Scope of Food Testing and Certification Services
QUATEST 3 provides a comprehensive range of testing, inspection, and certification services, including but not limited to:
- State-designated quality inspections for imported food;
- Conformity certification and testing for food, agricultural products, food-contact packaging, and animal feed in accordance with national technical regulations (QCVN);
- Inspection and certification of product samples, shipments, and production processes according to QCVN, Vietnamese standards (TCVN), and international standards;
- Issuance of product certificates, inspection certificates, quality certificates, and specialized certifications such as radiation-free and non-GMO;
- Analysis and issuance of test reports for export shipments;
- HS-Code classification of goods according to Vietnam’s import-export tariff schedule;
- Guidance on building self-declared standards, internal standards, and Material Safety Data Sheets (MSDS);
- Nutritional analysis and labeling as regulated by Circular No. 29/2023/TT-BYT, including indicators such as protein, fat, carbohydrates (excluding fiber), total sugar, saturated fat, and sodium.
- Pre-packaged processed food; natural mineral water; bottled water; vitamins; food additives; food processing aids; nutritional and functional food products; food-contact materials and utensils; food products under the jurisdiction of the Ministry of Health.
- Foodstuffs, alcoholic beverages, soft drinks, processed dairy, grain-based and sugar-based products, confectionery, canned food, instant noodles, and food-contact packaging under the jurisdiction of the Ministry of Industry and Trade.
- Animal feed and raw materials for aquaculture and livestock feed, both imported and domestically produced, under the jurisdiction of the Ministry of Agriculture and Rural Development.
- Food additives, chemicals, and industrial chemical products for water treatment and other sectors.
