QUATEST 3 Welcomes Delegation from Malaysia Productivity Corporation (MPC)

With the approval of the Commissions for Standards, Metrology and Quality of Vietnam (STAMEQ), the Malaysia Productivity Corporation (MPC) conducted a working visit to the Quality Assuarance and Testing Center 3 (QUATEST 3) and several universities in Ho Chi Minh City on June 19–20, 2025. ;


The primary objective of the MPC delegation’s visit to Vietnam was to engage with relevant agencies and enterprises to explore and exchange experiences. Specifically, the delegation aimed to:

  1. Gaining insights into Vietnam’s models of applying Behavioral Insights (BI) in public sector reform and policy implementation.
  2. Exploring public, private and international collaboration models in applying BI to state management practices.
  3. Identifying the best practical BI applications in Vietnam that can potentially be adapted to the Malaysian context, particularly in areas such as social development, healthcare, welfare, tax administration, business regulations, and environmental policy.
  4. Fostering bilateral dialogue and collaboration between productivity organizations of Vietnam and Malaysia in building a community of behavioral research professionals.


During the working session at QUATEST 3 and the upcoming engagement with QUATEST 3 on June 20, the MPC delegation focused on understanding how BI is being applied in standardization, metrology, conformity assessment and small and medium-sized enterprises (SMEs) support services.

and was warmly received by Mr. Trần Quốc Dũng, Director of QUATEST 3 (standing second from the right).

 
Earlier, on June 19, QUATEST 3 also facilitated meetings between the MPC delegation and representatives of leading universities in Ho Chi Minh City, including: University of Social Sciences and Humanities (HCMUSSH), Van Lang University and RMIT University. The discussions with each institution centered on:
- Introducing academic programs in sociology, psychology, and behavioral sciences that explore human behavior, social organization, and the identification of root causes and solutions to social instability for better social governance.
- Sharing topics related to behavioral psychology training and applied research in public management for students and researchers.
- Presenting applied research on Behavioral Insights in leadership, human resource management, corporate culture, organizational behavior, and other relevant fields.
- Exploring opportunities for academic collaboration, joint research, and student/faculty exchange between the universities and MPC.

These engagements provided meaningful opportunities for Vietnamese organizations and academic institutions, which served as a platform for experts to directly exchange information about current academic programs and research projects related to human behavior, and their relevance in policy-making, regulatory design, behavioral governance, and digital transformation to improve productivity.

Through such interactions, Vietnamese organizations can gain exposure to global trends in public sector innovation and behavioral science application. Participation in this program not only elevates the reputation and social responsibility of the hosting institutions but also opens up prospects for collaborative research, pilot initiatives, and capacity-building initiatives in the future.
